ooc: Chris was negotiating with Marignon (me) as Agartha, and it looks like he's Agartha from this post here.

Agartha lost a couple of battles against Marignon this month, but Agartha is still 5th in provinces and 5th in army size (though I suspect a lot of that is tritons), so it's not in terrible shape for a sub to take over. I don't know why Chris is quitting.
