The problem is that the map originally is not a fixed start map, which works well i think, since the creator has set nations not be set to provinces with few connections. If it's changed to fixed start, and some other nations randomly picked up all the coastal start position prior to LA Atlantis, then it will have no choice other than starting in an inland province.
