Reloading units...

What brainfart am I having?

Read the manual, read the forum. but I still cannot get units to reload in a vehicle after they get out. They load just fine in the deployment phase but during the game, once they get out, I can't get them back in. No suppression, no enemy in sight, plenty of movement available, same hex, etc.

Help!
