Slave collar can not be found or the chance to find it is extremely low.
If it could be found it would be an extremely useful item for the price. Equipping ten scouts with two collars each and attacking a province full of mages could be devastating if it worked. But it doesn't. I just wonder why you like to post things like this without even testing.
