You can get the slave ship event for sure even when you have no magic. Then you wonder what to do with those 17 slaves you have; should you hunt for more and then empower one mage, or just ignore them? Happily though Bogus (or who ever the hero is that appears) usually relieves you from that problem, because he'll soon after climb the walls and release the slaves
