As a result, we hereby declare that war is legal until the time of Ascension, as Lords under plea of allegiance need to prove their respective worths before official positions are distributed according to their respective merits.
However, at the same time, allegiance to Jörmungandr, the Councilor of Gods means placing oneself under His protection. Therefore the heartland of both Ulm (the four provinces previously mentioned) and Tien Chi (the so-called Tien Chi Island) are considered parts of the Well-Protected Domains, under personal guarantee of Jörmungandr for their original owners. Attack to these provinces is not absolutely illegal; but holding them more than one moon against the will of their legitimate owner is clearly conflicting with the Agarthan guarantee, and may expose the attacker to hostilities from the Agarthan Armed Forces.
