That can happen to the AI ( it can happen to you to if you're not careful ). Although we haven't had an eruption of " the AI cheats " lately it does pop up at least once every year of so usually right after the AI nails someone's carefully placed AO on it's opening barrage. You're example is proof the AI doesn't have an all knowing, all seeing view of the battle and the location of all the units on the map.

Short shoots happen and if you ever plan a stonk then loose radio contact and move your own troops into the target zone it will happen to you too
