Boots of quickness for SCs

What is the value of Boots of quickness for a SC? While they double his attack rate, they do the same as far as his fatigue is concerned. Besides, 10 water gems seem a bit expensive for an average SC.

What is the best combination for the use of this magic item?

All suggestions appreciated!
