I've seen the Phong make heavy use of sensor satellites. Remember, sensors are system-wide...

You are correct. This is exactly how it works, as I said a little less clearly in my previous post.

you probably just happened to run into them. I think cloaking just stops them from coming after you, but if you end up in the same sector, combat will commence.

No Puke,you are supposed to be able to be in the same sector as an enemy when you are cloaked and not cause combat.
