In the initial set-up, if I load an existing race (like the Eee) and then up their scores to be consistent with a 5000 race point game and then save them back over the original file - will the game be ok as long as my set-up is always at 5000? or will it generate errors?
I would like to make all the races maxed out as I find the games more interesting with high racial attributes and would like the computer races to be at maximum as well.
The empires will if you don't use the .emp files randomly be chosen those empires will have the appropriate number of racial picks. The .emp files I don't know about because I always make my own.
The only errors you would get would be if you tried to pick that .emp file for a 2000 or 3000 point game. It will tell you that it is not compatable if you do that.

I discovered a small bug, didn't do much testing but I'm quite sure, when a race is randomly added it doesn't pick the designnames text file that is listed in the
Racename_AI_general.txt but it will pick a random one, races from an emp file or not randomly added don't have this problem, I'm not completely sure if this is a bug or it is intended, but it's quite annoying to find out that the designnames file you've written for your own race is used by 3 other races in the game, who should use other files. I keep getting "this name is already in use" error Messages when designing ships.
