Not at all. You can burn whatever files you freely (and legally) downloaded from the internet that you want to on to a CD. As long as you don't claim they are your files, or sell them, there is no possible copyright violation. In fact, I would welcome you to burn whatever mods/shipsets you want to a cd and send them to someone. It makes no difference if they download them or get them through snail mail.

About burning copies of large mods and such.
I see that as a way to help the players with slower download options.
If someone here had access to a burner, they coulld make the copyies and send it to the player.
Just an idea. I would if I could.
