I completely understand and agree with your dislike of cheaters, but I think this may be pushing things a little bit. I have no problem with kicking people from this game, or not accepting them into new games/joining games they are in, but kicking them from unrelated games or soliciting others to do so seems a little out of your jurisdiction. Boot them from this game and report them to PBW admins--they are more than happy to investigate and take action if necessary, and more to the point, they have the unquestioned right to take action. Just some advice to keep you out of any possible trouble.
