We're talking -resource- production..are you? Minerals, radioactives and organics. I have a feeling you're refering to the rate a planet can build something (with or without a SY)

Oh, OK. So you're referring to the colonies screen where you click on "production," correct? On the other hand, if the line above the planet's construction queue where it says "rate" refers to the how fast a planet can build. Have I got it right now?
If so, how can I tell what my base rate was for each planet in terms of production?

"Production" means production of resources, research and intel in SE4, nothing else. The game is very specific. SY rates are "construction".
Base "production" bonus rates can be found by adding up all the bonuses/penalties in the abilities tab. Clunky, but the only way to do it.

For base production, add up all the resource extractors, and multiply by the planet value.
For construction, it is either 2000 of each resource, or the sum of all your spaceyard rates.

for a 1042M jubiliant planet you would receive 120% construction (ships, facilities and stuff) because of the population +20% and 140% for resource production (minerals/organics/rads) as with +20% for population and +20% for mood.

But only if you have a Ship Yard. Construction bonus only aid the yards, not the poor yardless worlds that make up the majority of many of our empires.

Sorry, population modifiers most definitely do affect yardless worlds.
In P&N PBW, there are modifiers that go down to -90% on worlds with very few people.
It takes these planets 8 turns to build a basic miner facility, and up to 40 turns for a spaceyard.
Once the population gets to a reasonable level, the build rates rise as well.
