It is usefull in max-out games - AI will build largest ships available from the start and get stuck if it is set to 0.

It can be a useful setting for full tech starts. So the AI builds a few smaller ships before it starts building DN, Basehips and stuff like that. Good not to overload the queues with expensive ships for initial scouting and colonization.
