And multiply AFTER stacking all the repair ability in the sector.
Then round down.

If you set your race to have 80% repair ability;
Then if you had a ship with one point of repair per turn, you would get (1 x 0.8) rounded down = 0 repair per turn.
But if you had five of those ships together, (1+1+1+1+1) x 0.8 = 4 repair points per turn.

All the repair points go towards fixing one ship, and any remaining points after the ship is finished spill over to the next damaged ship in line.
