Continuos massive flurries of stolen resources and mutinous crews are not a fun end to a game.

Well, Aaron could do it. But it couldn't be modded. But if Aaron is making changes he might as well go ahead and let the abilities work on components.

If you don't have any planets, you can't be attacked by intel either. OR have any treaties.

Or any contact at all (with other empires) for that matter; isn't that so? Don't you need a path to a colonized planet for any communication to occur?

Yes. If all of your planets and all of the other player's planets have no valid WP path connecting them, then no contact can be established or maintained.
