I always use Photoshop but I've never had a problem...are you sure of the stats and they are in .bmp?

Check for silly typos in the filename. The amount of times I've trued to use files named _potrait_ or _protrait_

The file names are all like p0777.bmp ...
More funny things, I have added a new line of planets to the planets.bmp (20 planets) and modded secttype.txt, the mapeditor just show the first planet...
