Don't build troops on the planet. Don't build Urban Pacification Centers or other happiness facilities. Let an enemy fleet sit unchallenged in your system for a while. Don't try to break a blockade. Lose the battle when you finally do attack.

Build some ships with just C&C comps (no weapons, engines, etc.). Gift them to an AI. Declare war. Now you have a bunch of ships orbiting your planet, so it will riot faster.  |
