It is entirely possible that that was a design decision and not a bug.
Let's get more bugs to submit to Aaron. 
Well it makes it completely pointless to invest more than one skill point in each of these spells/skills.. it's also a good way to make yourself invincible early on. if it was intentional than it's at least a "feature that needs tweaking"  |
