He didn't say he saw who gave it, only that he acquired a rating suddenly and unexpectedly. Basically, someone using his account made not-nice Posts, and the natural reaction is that the poster of those not-nice Posts got his rating trashed. The people doing the rating assumed that the account owner made the Posts, which is a more than reasonable assumption. The real owner logs on and discovers he has a really bad rating all of a sudden, as a reaction to what someone impersonating him did. He does not need to know who rated him. He just sees that his reputation was trashed. It doesn't matter who did the trashing.

Ratings *are* private.
