does anyone else think province defense can be levied to quickly?

The troops from province defense tend to be of extremely poor quality, and their only advantage is that they will reappear if the battle is won. It's not really a problem at all, as the only real use for a province defense force is to catch sneaking units, and to prevent your provinces from being taken over by call of the winds type spells.
