I would say "yes" but I understand that they can be used with teleport ( somehow ) to be formidable SC's ( ok not really formidable, but better than humans ). So I would have to say no, unless I am totally mistaken.

Oracle or the Blood Fountain can hardly be called SCs no matter what they do. They have no melee ability, and a mage casting teleport doesn't take bodyguards (or any other troops) with it. Using them in such a way would be disadvantageous, and almost certainly result in them getting killed. No better than a human in any case.

Well I manage to take out Indy 6 provinces with Human pretenders, const 2 (especially for a pendant of luck and the robe of missile protection), and some other spell buffs.
