In my experience the Global Storm spell kills all strategic map flying, with no exceptions. (likely the devs missed this)
Back in Dom I a Caelum opponent of mine did cast this one for immediate 'Wrathing' purposes, and the spell ended up working against him by shutting down his strategical advantage.

I haven't seen any notice of this changing in Dom II, so I would bet it still works the same way.

just curious :
why has an archmage / freak lord no boots ?!?
it is a human creature so he should have .
i understand why a wyrm has no boots but a human archmage ?!?

perhaps it is for balance to make the 55 desingpointcost human mages like frost father more attractive or is it perhaps an evil logical bug the designers overlooked ?

No moounted commanders have foot slots. The reason is propably the fact that even if the rider could fly the mount wouldn't, the same reasoning with quickness, faster movenment, trampling etc.

For boots to work their special powers, they need to touch the ground. Both freaklord and archmage are cavallery-type units, and those don't have a feet slot. (Presumably it's hard on your steed riding to battle with boots of the behemoth in the stirups. )

I'm pretty sure Winged Helmet does not let you fly in a storm. Didn't work the one time I tried it, that's for sure.

The Winged Helmet rumor is just a particularly pernicious bit of propaganda and disinformation, and has no real basis in truth. Besides, if you tried to fly by means of something attached to your head, you would likely break your neck.
