I don't think this question is really answerable. There is no "best".
Heroic strength, for instance, is useless for most mages, while heroic precision is useless for most melee combatants and heroic valor is often wasted on assassins.
The only ones which are sure to be useful for anyone at all, no matter what context, is heroic quickness and heroic magic resistance. that's right "best" is not a good word in this context.
so lets say good heroic abilities for meeleechars and for magicians

Well imho there is a "best" skill... it's immortality. Either that or healing. Since there's a Tien Chi heroine who has both, I think it would be safe to say she's the best national hero.
Now would be the time for all the people who hate absolutes to jump on this post. Go ahead, she's clearly the best.
As for the best ability... heroic quickness is pretty sweet regardless of if you are a mage or fighter. I'd give that one the edge, but there are many others with merit.

The most worthless heroic skill is undead general on an assasin. He still can't lead any units with the special ability.
Best is probably quikness.

My current favorite is a Sidhe Lord I built on the first turn, who now has Awe +10, leading the Hall of Fame.

i still think that heroic strength on a wraith lord or another immortal is really great
you can then switch between sc and antisc
quickness is easy accessable through boots of quickness for many nations .
