Pretty sure it's quantity, not quality. The carrion lord in theory (not positive because of the rounding mechanism) can get 1 more carrion critter than the lady.

Quality is affected by forests, temples in forests, and I think, forts + temples in forests. Also, mmm, a slightly better chance of higher quality for the Growth level in the province, also the Magic level. (These apply to the auto-generated carrion critters, I'm not sure about when the carrion lords / ladies / centaur reanimate.)
