It's Latin. There are lots of great quotes in Latin. There are various ways to translate any given saying, of course.
'Corruptissima republica, plurimae leges' = "The more corrupt the goverment, the more laws it has" or "The more corrupt the state, the more laws proliferate" and a few other variations.
'Inter Arma Enim Silent Leges' = "In the face of arms the law is silent" -- i.e., having the law on your side doesn't help if the other guy has got the guns.

Yeah, I finally joined thinking all but the top two members were inactive and I'd be up there near the top in short order, but one other has suddenly gotten active again & I'm racing to catch him. Is that you?  I think I'd have to leave my machine running 24 hours to really catch him, he's apparently also got a new machine as his average time per work unit is dropping.

It's from a episode of Star Trek Deep Space Nine and the interpretation is "In times of war, the laws fall silent". An admiral was trying to justify certain acts during the Dominion War.

Did an experiment today, and it backs up Dominion's findings, actually. Using my native population -- straight from the homeword -- and large transports with colony modules on them, I colonized each different size of planet. The 100, 200, et al. colonization limit held true, and there was no captured population in the equation. And yes, I was colonizing green-star planets.
Didn't try it with a ringworld, however. Be interesting to see if the 500 colonization limit doubled or disappeared.
