Just!?!? It sounds like a lot of work - prob 4 hrs of play - where is the scenario editor??? I know it has been asked many times, but the so-called scenario editor really would help set up a lot of cool situations and game starts IMO.

If you're building a scenario, then you're already gonna have to take a bunch of turns to set up the situation.

All you need to do is drop a bunch of people on a few planets, throw on repeat build, and smack end turn 30 times until the facilities are build. Unless your computer is really slow, processing the construction of a few buildings in not gonna take long; you just click madly on the mouse to burn through the turns.

No effort is required. You don't need to defend or anything. A shoddy job is more than sufficient to get the points out before you abandon.
