How many provinces does the map have ??
I've always been a big fan of the huge maps = 300+ provinces.

Perhaps adding a readme.txt file with details and map history would add flavor to the map too.

This version is 41 provinces, final version a bit shy of 100 probably.

I have always hated huge maps = 150+ provinces.

I think that to get supply bonus the province has to have some minimum amount of population. Try setting the supply-site provinces to 1500 people or so, and have a growth-increasing site in there. You can also try making the population worth as little as bossible, by making the provinces Swamps or something that gives you next to nothing, and use #clearsites to get rid of the possible random sites.
