Once the PD ships have gotten all the EXP you need, retrofit them to a combat design.

An enemy group of ships would fire on each other and be all destroyed pretty quickly from the refit tab. I think two ships can kill each other on the same turn using "Fire On" orders.

Yes Definitely train ships, in the race for SEV tournament, One player set up hes hips design for warp ambushes, even after takeing out nearly 600+ ships i had only gotten fleet esperince up to 48%, that was starting with training of 20%. Breaking his blockades would have been impossible without it. Systems where SM protected so brute force option was the only way.

Hmmm it would be easy to trick somemone into excepting XP fodder fleet. It can't be much harder then convincing soemone your home system is SM protected for nearly an entire game all the while opening and closing warps in said system from time to time.
