Confused about underwater attack

Thanks, it has to be the "water cult" theme then. Because the leader is not magical at all (only priest lvl 2).

push your dominion where his army is while hes in water, they will all drown.

Yeah - I spent 50 points on water cult.

Of course, that meant I started in the middle of the largest continent

Well at least that was a "benefit" to me. And I loved that tactic of waiting until I took that nice rich water province for myself before you decided to take it from me. Grrrr!!
