The page says WinRar is shareware... 7-zip is freeware and handles RARs. RarLabs does provide a free command line RAR tool, if that's your thing...

I ended up with TUGbit which is free and will let me double-click a RAR to open it. I dont much like the interface of it but its ok for now. I probably wont need it much anyway.

Every rar-capable extractor (save the command line one) will let you associate rar files with it to open them. Most do it by default when you install...

Every archiver I have ever tried did it by default (winrar, 7-zip, izarc, winzip, winace, etc.). Even if the installer screws up the file association, you can easily set it up manually by right clicking on the file and clicking on "open with." Select the application, then tick the "always open with this program" box and open it.
