I'd be happy enough if Sermon of Courage would be lowered to be a H1 spell, so that my Ulmish infantry doesn't route as fast in battle...

But I understand why it is done as it is now. You can get a H3 priest for every nation by assigning a prophet, so you have Divine Bless for at least one army.
