So what are your options when this happens besides just qutting? Is there a method to reach these islands? Is there a cheat I can use to kill the AI? Is this a bug or is it normal?

It's highly unlikely, but as evidence shows, possible. There is nothing you can do.

Good to hear it's rare... it happened to me on my first game last night as a Necromancer. Think raising the dead makes you insane? Try scouring the map for an hour and a half in confusion!
