I always thought ships were measured by displacement or volume, not weight.

As far as how much population you can fit on a ship I think I agree with the settings in Proportions, 1 pop is a family unit and enough basic infrastructure for them to survive. (Of course I cheated and added cargo IV tied to warp point creation - interdimensional storage!)
