I guess you'd end up with a very strong psychic race, standing on the shoulders of the weaker monster race.
I don't know anything about AI, but is it possible to have the two races toggle between peace and war with some regular periodicity? In that way you'd have a building/advancing phase for the monsters, followed by an "aquisition" phase by the psychic race. Or could you make it possible for the monster race to trade/gift ships to the psychic race frequently (then there's no need for the psychic abilities I suppose)
