How about in-game. When you choose a reinforcement and/or with a number superimposed over the 'R' icon?
You may see something like +5, which means that you have something heading that way, but will take 5 days. For any TFs that can reinforce within 3 days, you should get a listing opened up telling you how many days each TF will take to get to you, from which you can choose one or more TFs to reinforce.

Yeah I have used reaction moves quite a bit. I have played through a game completely now as Japan, and the only reaction moves available were 1 day away.
