Yeah, the help says that it does accept ENTER for 'OK' and ESCAPE for 'Cancel'. We've been pointing the discrepancy out to MM for some time. As with everything else, he's very busy and probably keeps loosing track of it in the scramble to do so many things.
At least he fixed the jettison cargo window in the Last beta. You can finally choose how much of each cargo type to dump!
Now for filtering non-relevant ships out of transfer cargo and launch/recover units...
