yes, building castles on land is the default, thus any nation can do that. considering that most maps have a much larger land mass than ocean mass it would be too huge a disadvantage from preventing UW nations to build forts on land. |

Yes, but they DO have a different troop selection that underwater castles. In addition, they also spawn free troops in coastal areas. |
