Hehe. Yes, you can change the percentage values to any value. I set the value to 1100 for worlds with greater than 59999 population. I checked my game and I had a sphere world that now produces 5,000kT of each resource a turn. Shipyard rate was 22,000 per turn.
A bit over the top but amusing none the less that it *can* be done.
Boy, talk about abuse... 22,000 points per turn at the shipyard? What could you POSSIBLY need to build at that rate? Well, besides stellar manipulation components, of course. At least your resource production levels on that world will help balance your economy. But I pity the poor empire who tries to compete with you...
