The problem is IMHO not the number of spaceyards. In fact the AI in my games often times does not use all of its spaceyards because of lack of resources.
The problem to solve is maintaining a good production of resources for shipbuilding while not harming research and intelligence.
And BTW you have to be very careful with a large number of ships or bases. Not all players use a huge advantage for the AI (I for example does not use it) so producing to many shipyards (except as planet facilities) will choke your AI. It just runs out of free resources and stop building ships altogether. Producing large numbers of planetary shipyards again will hamper your resource income resulting once again in no ships. You see it’s delicate things to alter production and most of my development time went into balancing this feature.
