I assume that they are hit by shrapnels, not by a direct hit.

Each hex encompasses a fairly large area so I can see how a light-armored vehicle like an APC could survive. Still, I'm surprised sometimes at how resilient some of the armored fighting vehicles are even when hit by a tank round at 99%.

Well, something like a modern sabot hitting, say, a M113 without dismounts might not indeed inflict much damage in some cases.
It could penetrate and exit without hitting anything vital (engine, transmission, crew etc), generating relatively little spalling due to thin armor, overpressure mitigated by open hatches etc. You get the idea.

Does the game simulate this? Because I havent seen Sabot rounds having any difficulty in knocking out light armor.

I depends on how you define "difficulty". My experience is that they can survive, if with some damage, the odd sabot every now and then even.

Heavy artillery in a reality has no shrapnels.
Hex 50 m it isn't enough for protection from 155-203 mm round.
Tank turns over sideways or a back, and the infantry is broken off on pieces and contused.

A mere 155mm falling around an MBT is not going to turn it over, that's the province of large caliber naval artillery, powerful aviation bombs and monster IEDs. Medium artilleryeffects are along the lines of this:
As for "shrapnel" it has become effectively a synonym of fragments.
