This portrays a very negative view of the players of this game, namely that if there's a way to cheat, they will cheat.
If this was involved in contests for money it would be understandable that strict measures are required. But my friends and I play this for fun, and I assume the vast majority of other players do so as well. The move mechanics in the game make movement errors very easy to make and when they happen, it's quite annoying. I can't speak for the rest of the player community, but when I'm annoyed I'm not having fun.

Most players would agree with you, however, cheats do exist and is a huge problem especially on those sites with ladders / points / rankings. This is why secure PBEM exists and a host of other features. You will often find when playing with strangers / members of a forum or game site that there often lots of house rules restricting stuff like Z-fire, snipers, artilllery, etc.
Most stuff in the game has been asked for by the players - the great thing about this forum is we can talk to the developers directly and they listen!

You asked why and that's why...... what it "portrays" is reality for a lot of players
If is it's true that " my friends and I play this for fun" then why are you playing full security PBEM ?? "Fun" players use basic security that does not require PW's and with basic you can take back moves just like a regular game.

I've attached the security screen which comes up when setting up a PBEM campaign. I could not find any way to avoid entering a password. If I'm doing something wrong, please enlighten me.

Set up a standard PBEM with both sides set all controls to human. When that screen appears, simply press continue. You will then brought to the save game screen, pick a slot and then send the files from that slot to your opponent.....no PW needed
