A permanant communication, just like you actually met them. This just saves you the trouble of crossing systems.

I have been given comm channels by the AI, communicated with the third race, made treaties, gone to war, crippled them with intel, and then forced them to surrender. All without ever entering their space.

Real funny when I suddenly control their planets and ships, the map just fills itself in even before the log window pops up. Heh. Ah, the power of cheese.
