I ran a couple of simulations, and I discovered that trying a Crew Insurection of a ship stationned at a Homeworld is much harder to get than a ship wandering around. I still wasn't able to capture a mothballed ship (the operatives were always coming up lacking). Is there a bonus applied to counter-intelligence for planets?

Did you try stealing a ship mothballed in empty space (i.e., by a SYS)?

Yup, did try, doesn't seem to work. Also, it seems that you cannot target specifically a mothballed ship with Crew Insurection, unless you have a Partnership treaty with the victim (then you can see the mothballed ship).
So, it seems that mothballing a ship prevents capture via intel projects, whether the ship is on a planet or not.

Oh yeah, and I did try to give and trade mothballed ship. They stay mothballed, even with the new ownership. So the new owner must be able to unmothball the ship on its own. Kind of a bad gift.

I was more curious about whether a mothballed ship could even be added to an offer; I wasn't sure it would show on the list of ships available to be traded.

If your're interested in playing around with this, might I suggest Geo's Awakening scenario. There are mothballed ships for you to take. The boarding parties work fine, but you have to use a spaceyard to unmothball.
All this talk made me recently retry that scenario -- lots of fun

Although slightly off the subject, an Alliegence Subverter works against a mothballed ship (just been victim of that, dagnabit!)
