Elwood, I will let Daynarr and Mephisto speak to specifics about their mods - but (generally) all three races contained in Mod Pack 1.00 have had all of their AI files tweaked, including, but not limited to the following:
(1) Selection of planets
(2) Designs of ships
(3) Research queues
(4) Construction queues
(5) Anger and political reactions
(6) Speech files changed
(7) and a myriad of other changes designed to make them more aggresive and capitalize on their specific research, construction and design strategy.
In addition to the above, Mephisto modified the "design" and "settings" files to all the other original races to delete some bugs and make them more efficient.
However, overall "strategy" and overall increased attacks cannot be directly modified. You influence these two factors by telling the AI what to colonize (AI_Planet_Types), what to build on those colonies (AI_Construct_Facilities), how to design ships/units (AI_DesignCreate), what and how many vehicles to construct (AI_Construct_Vehicles), what/when to research certain techs (AI_Research) and how to react to other players (AI_Politics and AI_Anger). It is the combination of all these (as well as numerous in-game, hard-coded modules that we are still trying to figure out) that will dictate overall strategy. Based on the combined efforts of all the modders on this board, everyone has made suggestions to Aaron that would make these files even more powerful (some easy/some hard changes), but we will see what the next patch does. I don't know if this answers your question (typical long attorney answer
