I think it is a modded SP3...
A bit off topic, anyone who has played SP3, what do you think about the "Orders" values that limit the amount of orders we can issue a unit?
I think it's a novel mechanism but not sure if it's realistic/fun/enjoyable?

It was a simple but effective orders system, I liked it.
In it, every platoon had an objective flag, and movement more than about 45 degrees away from it was charged at +1 point. orders points were used by HQs to move the flag, or to call in arty etc.
So a much simpler form of orders than you got in say most tabletop rule sets, but did the job IMHO.
However the feedback from the end users was that 90% of them did not use it as it "stopped them doing stuff" from what I recollect (I was on the beta test team for SP3 back in 97 or so). So they left the option for orders switched off.

From my reading of the SP3 manual (and some SP3-based-game forum), I think I also like the concept. It gives more impact on the Command & Control mechanism beyond rallying & suppression. Higher HQs (higher ranks) can give more "Orders" compared to lower ranks.
What I like most is it forces the player more to keep his formation closer together, as wayward units won't be able to "receive" orders. Also the fact that it curbs the "player God" ability to always able to react to every change of situation in the battlefield, for example if suddenly there's a reverse on the southern flank, not all units can suddenly react & move toward the troubled sector.
Is there a possibility this system might be implemented in the future? With the same ON/OFF toggle for those who don't like it? (Just wishful thinking ).

Its unlikely to be integrated into this game, its the sort of thing that needs to be written in at the start of the design and not cobbled on.
Plus 90% 0f the end users want to be able to shuffle things around without any hindrance, so it is a lot of work for use only by those 10% with the desire to have it.

Think WAW was based on SP 3 so same system.
Slowed the game play down a lot as needed to look at the orders so would not use all the time but it was a good system.
Takes time to actually issue the orders & need to plan more, also takes more time to do things as you cannot just decide to move that unit there.
Game lets everyone be a US marine where as using this restricted what you can do as not enough points to do everything.
Change the axis of your attack OR split a squad off to do independant action for example, Always used to use it if played Russia or France.

Big problem with these "theme" mods is that you have to do a LOT more work to generate a believable mod -- i.e. it's more work than just a single AT-AT icon.
Star Wars is also frustrating because while there's been a lot of lore created (Imperial Sourcebook gave details on a lot of stuff), the ground units never really got the attention they demanded.
Fundamentally though; Star Wars is better served by a Close Combat / Silent Storm type game that focuses on infantry modeling; because the kind of combat simulated in Steel Panthers (multiple companies fighting on a 1-2 km front) is rare as heck in SW.
