I'd be happy with either one, I've had a shot at winning with both in different games (didn't quite close the deal though). I suppose we're doing a random selection, but I tend to like taking the nations nobody else wants. Except MA Oceana, nobody could love that retarded abomination. Since I said that some joker is indubitably gonna toss them in the hat so I'd also like to suggest that each player get one or two choices of nations they really don't want to play out of the pool of nations.

Well luckily Lingchih has already said Pythium, so the Oceania doesn't count!
In all seriousness though I would much prefer if we didn't include a water nation. Or if we do, we should use Burnsaber's underwater mod.
