Request-Someone make a race design application

I have a request. How difficult would it be to create a gui program to assist you in building race files? Nothing sux more then having to debug multple specs to get your mod race file to work. Any programmers out there?

Are you talking about the, for example, Krill_AI_General.txt file?

The thought had crossed my mind. I may add it to my SE4 Modder program.

My idea was to have an app that allows to enter in all of the infor for the race in a gui interface. The when your done it builds the text files for that race.

I put together an excel sheet (revising it for errors, and additions) to do that, but don't know how to make it into a gui program.
