I think at the least the simulations should be inaccurate if you haven't had a currnt scan of an enemy vessel.
Scanners let you see what is on the ship *without* engaging in combat with it. Inside combat, you can see what is on the ship, and after the battle, the blueprints of the ship may be viewed, and the ship is available in the simulator.
