what use is climate control facility?
it increases conditions on a planet 1% a turn.. But what good is that? It doesn't elminate the dome which is the atmosphere TYPE. Does it just make your populance happier? 1% a turn seems pretty pathetic..
just curious if it's worthwhile building those

Reproduction rate is better IIRC correctly which in turn (more workers) helps planet produce faster. Also after you get all the climate control facilities researched you get a "atmosphere changer" (I can't remember what it is actually called). The number of facilites able to be built and population a planet is able to hold increases dramatically when your workers can breath outside a dome.

Well, the better the planetary conditions, the better the people like it, and the more they *wink wink* uhm, get it on, I suppose.
Or something like that. In all seriousness, it does make them reproduce faster (at least it should).

The higher-level CCFs (II and III) increase by 2 and 3% a turn, respectively. Nature shrines (religious only) have a similar progression for the entire system.
You'll really appreciate climate improvers if somebody's chucking climate-damaging intel ops at you (they can take a planet down to Harsh or Deadly pretty fast, which will slash population growth -- unless you're Organic and have a Replicant Center, and don't really care about the exact percentages since you get the flat rate as a bonus).

The use of the Value Improvement, Climate Changer, and Atmospheric Changer facilities are great. In the later part of a game, when my empire is secure and I want to give the AI a chance to regroup, I employ these facilities to improve my empire. I typically do one at a time on medium to tiny planets and all at once for anything larger.
On tiny planets, moons and such, I use atmosphere converter first as to open up the planet to multiple facilities as soon as possible.

BTW - the improvements for climate control and value improvement facilities are supposed to be per YEAR (i.e. 10 turns), not per TURN.
Of course, looking at the ability descriptions, it may be change per turn, even though the facility descriptions say per year...
EDIT: BTW - the percentage changes on climate conditions also mean it may take a VERY long time to actually change the climate conditions. I had 10 climate control facility III's on a planet with deadly conditions, and after 20 turns it still hadn't changed from deadly. Which means, assuming the change is per year, improving deadly conditions by 60% had NO EFFECT. If the conditions improved per turn, improving deadly conditions by 600% had no effect.

It is also possible that the conditions were very negative, due to intel ops, and that +60% change only brought it back to around zero...

OK, I used the climate control facilities, and they do work. They work very slowly and leave you with a warm fuzzy feeling. I think they actually helped once in a long drawn out game set in a huge disconnected galaxy.
